Delaware SB 90 Signed into Law
The governor of Delaware signed SB 90 into law, August 2009. The bill bans anyone under age 14 from using indoor tanning equipment, unless prescribed by a doctor, and it is required that teens between 14 and 17 years old submit a consent form signed by a parent or legal guardian in order to tan.
The law is known as "Michelle's Law" after Michelle Rigney, a 22 year old University of Delaware student who died from melanoma. It is believed that the use of tanning beds contributed to her skin cancer.
IRS Issues Regulations on 10% on indoor tanning services effective July 1, 2010
Those looking to soak up the artificial sun will soon be paying more to do so, as a new tanning tax has been included in the newly passed health care legislation.
Part of the new health reform bill adds a 10% tax to tanning-related services and is slated to take effect July 1.
The tanning tax will apply to electronic products designed for tanning that use one or more ultraviolet lamps with wavelengths between 200 and 400 nanometers. Other sunless tanning options such as spray tans and tanning lotions are not included in the tax.
